To avoid swimming just to protect from the gaze of men may not be a good option. I do not know how these Muslim women clad fully in clothes, sitting by the sides of the beaches, can enjoy the water. So, the only way out is to either enjoy the water only where there are no men around or to swim along with the males, but in a way that while swimming they are away from their male counterparts.
However, given the situation, to swim in those pools meant only for women sounds a better option, although their desirability can a matter of debate. This will also help even those women not inclines to reveal their body parts, which the typical swimsuit do.
I have heard that in some hotels, swimming in Islamic swimsuit is forbidden, but they do allow even topless women to swim. Is it because swimming in conservative swimsuits is against the common taste. Whatsoever. In any case, while swimming, it’s difficult to make out as to how exactly long or short is one’s swimsuit.
I also wonder how one can enjoy swimming with wet, heavy clothes on. Won’t it feel itchy? In fact, clothes will make you feel heavier and will make you drown. It’s something similar to your jumping naked under the shower and avoiding your clothes getting wet in rain.
Personally, I feel that Muslim women should search for an appropriate swimwear...at least swimsuit should be one thing away from the control of religious legislation.

Well, it seems like you don’t really understand Islam. It is not just a religion, it’s a way of life. Nothing on this earth is out of Allah’s rules and regulations. Especially not the swimsuit!
The type and the style of the swim suit should not be decided according to religious interest of a particular country and a region. Such things should be kept away from the religious politics of a handful of people.
